DA lays charges against Matlosana Mayor, MM and Municipal Executives for failing to address sewage dam in Stilfontein

The Democratic Alliance (DA) opened a case against the City of Matlosana Mayor, Maetu Kgaile, the Municipal Manager, Theetsi Nkhumise, Municipal Environmental Services Director, Ratidzai Madimutsa, and the Deputy Director, Jerminah Masilo for neglecting a sewage spill that has created a dam near the big pan (Pannetjie) and Vaal Club in Stilfontein.

Following complaints from residents regarding an unbearable stench near Republic Park and the Pan, the DA conducted an oversight inspection of the surrounding area.

Upon inspection, the DA found that there is a sewerage pipe leak which has caused the sewage excrement to create a dam near Republic Park and the Pannetjie.

For years the DA has reported these sewage leaks to the municipality but no permanent solution has been implemented.

DA councillors reported the sewage running to the big pan which led to fish dying, this was followed by community members having a clean-up campaign but due to the infrastructural problems that have not been addressed the sewage kept persisting and polluting the area and the pans.
The sewage dam is located near an old age home and largely residential area. Residents are complaining about the foul smell, with some even reporting that they are experiencing respiratory health issues as a result of the relentless smell surrounding them.

The lack of urgency from the municipality to deal with this problem shows that they are not concerned with the well-being and health of residents and the environment.

The municipality is in contravention of the National Water Management Act, the National Environmental Management Act, specifically Section 49(A)(1)(e) and (f), which states that unlawfully and intentionally or negligently commit any act or omission which detrimentally affects or is likely to detrimentally affect the environment, Section 24 of the Constitution and the Municipal Systems Act for failing to provide municipal services.

Mayor Kgaile, the MM and both Directors as custodians for ensuring the service delivery are directly liable and should be held responsible for failing to do their jobs.

The DA will continue to put pressure on the municipality to swiftly address the sewage spill fixing the leaking pipes and ensuring a clean-up of the sewage dam.

License Renewal Extended till 22 Sept 2020

On Sunday I would have called for expired vehicle licences to be given an extension as thousands of motorists have been battling to get their licences renewed in time, before the 31 August deadline.

However, great news was revealed on Saturday, 29 August, when the City of Cape Town revealed in a press statement that a further vehicle licence renewal extension has been given for some motorists which means the new renewal date will be: 22 September 2020.

The RTMC has also confirmed that the extension will be nationwide, but it is incredibly important to note that this extra grace period does NOT apply to all motorists, more details are below.

The City says motorists who are due to renew their motor vehicle licences by 31 August 2020, including those who were given a three-month grace period because of the Covid-19 lockdown, are advised that they now have until 22 September 2020 to renew their licence discs. 

I urge those who need to renew their vehicle licences, even those who are granted the few weeks extra, should try and have these renewed as soon as possible. While we are thankful for the extra bit of grace, I doubt three more weeks will be the answer to clear the backlog. 

I also know it is easier said than done as those who have comorbidities are still fearful to head out and be exposed to the coronavirus by standing in long queues for several hours. Please note, you can try to contact smaller third-party private companies who offer these services and will queue on your behalf for an extra fee. or, you could ask a relative or friend to attend on your behalf and provide a copy of your ID, proof of address and a letter of permission.

There have also been numerous of queries from readers asking about penalties and why they are paying extra. If your vehicle licence expired AFTER 31 May, you could incur costs or penalties if your disc expired after these dates.

If your vehicle licence expired BEFORE the national lockdown, none of the extensions would apply to you, and motorists can expect to pay about 22% per month in arrears fees added to their usual vehicle licence fees, and the admin cost. 

Queues have been incredibly long during August, worse than previous weeks as thousands of motorists tried in vain to renew their licences. The City also advises that high volumes are being experienced at customer offices and online. 

The City says: “If visiting an office, do so early in the morning and remember to keep your distance. 

“The City of Cape Town advises motorists who were given a three-month Covid-19 licence renewal extension to 31 August 2020, this includes licences that expired on 31 March 2020, 30 April 2020 and 31 May 2020, and those whose licences will expire on 31 August, now have the chance to renew by 22 September 2020.

“The City has confirmed this extension with officials from the Western Cape Government and the Road Traffic Management Corporation (RTMC). No interest or penalties will be charged if motor vehicle licences are renewed on or before 22 September 2020.

“The City first needed to confirm that traffic officials would not fine motorists from 1 September to 22 September for licences that have expired on 31 March 2020, 30 April and 31 May 2020, part of the original three-month lockdown grace period.

“RTMC officials have confirmed this applies across the country. The extension aims to help alleviate the pressure at customer offices across the metro and in South Africa and to assist more motorists with their renewals.

IMPORTANT TO NOTE THE FOLLOWING:

– Licence discs that expired on 31 March 2020, on 30 April 2020, and on 31 May 2020, should now be renewed by 22 September 2020

– Discs that expired on 30 June 2020: payment and renewal had to be renewed by 21 July 2020 

– Discs that expired on 31 July 2020: payment and renewal had to be renewed by 21 August 2020

– Discs that will expire on 31 August 2020: renew by 22 September 2020

– Motor trade vehicle numbers/trade plate for motor vehicle dealers: renew by 31 November 2020

– Driver licences, learner’s licences, and roadworthy certificates: renew by 31 January 2021

The City also advises the following:

– Renew your licence online if possible and note there may be a delay due to backlogs and high volumes. If you need to visit a customer office, go early in the day and note the City is only able to operate with reduced staff due to the Covid-19 regulations that must be adhered to.

– The City’s cash and motor vehicle licensing offices have allocated more dedicated staff to assist customers with motor vehicle registration and licensing (MVRL) enquiries and City staff are assisting with online motor licensing enquiries and technical difficulties.

We remind customers that as a result of the influx of online MVRL renewal applications, postal service delays may occur. The South African Post Office (SAPO) has however assured the City that it will deliver to customers as soon as possible.

According to the City, customers who could not renew their licences due to lockdown, but who needed to renew their licences before 26 March when the lockdown was implemented but failed to do so, will unfortunately have to pay penalties. 

Why penalties can’t be written off, according to the City:

The City claims that online applications over the March, April and May months needed to be redone because of the passage of time. Fines cannot be written off as it is not a decision the City can make. This falls within the ambit of the National Department of Transport and the City follows the prescripts of the applicable regulations and legislation. The City continues to engage the Western Cape Government , the National Department of Transport and the RTMC on this issue. The City is only an agent of the other government spheres when it comes to vehicle licensing, they hold the authority. The Ministry did not include this scenario for penalties to be written off for vehicle licences that have expired before the lockdown.

JOHANNESBURG – Eskom will implement stage 2 loadshedding on Tuesday after suffering multiple generating unit breakdowns.

The power utility will implement the power cuts from midday until 10pm.

In a statement, Eskom said that the power system was severely constrained after 10 generation units at seven power stations had broken down over the last 48 hours.

Eskom lost a unit each at the Arnot, Medupi, Lethabo and Matla power stations while two units each at the Majuba, Camden and Tutuka power stations broke down.

The struggling power supplier warned that any further deterioration in the generation performance could see loadshedding being escalated at short notice, adding that the constrained power system was likely to persist for the rest of the week.

Here are South Africa’s new lockdown regulations – including the rules around masks

Minister of Cooperative Governance and Traditional Affairs (Cogta) Nkosazana Dlamini-Zuma has published a directive which outline South Africa’s new lockdown rules.

The directive comes after president Cyril Ramaphosa announced the reintroduction of new lockdown restrictions on Sunday evening (12 July), as the country faces a surge in coronavirus cases.

“The storm is upon us,” the president said. “More than a quarter of a million South Africans have been infected with coronavirus, and we know that many more infections have gone undetected.”

“The coronavirus storm is far fiercer and more destructive than any we have known before. It is stretching our resources and our resolve to their limits.”

President Ramaphosa said that the surge of infections that experts and scientists predicted over three months ago has now arrived. According to current projections, each of our provinces will reach the peak of infections at different times between the end of July and late September, he said.

“We are focusing on a number of priority actions in the coming weeks,” he said.

Masks

The wearing of a cloth face mask, a homemade item, or another appropriate item that covers the nose and mouth is mandatory for every person when in a public place.

In addition, if not wearing a mask, no person will be allowed to:

  • Use, operate, perform any service on any form of public transport;
  • Enter or be in a building, place or premises, including government buildings, places or premises, used by the public to obtain goods or services; or
  • Be in any public open space.

The above does not apply to a person who undertakes ‘vigorous exercise’ in a public place, provided that the person maintains a distance of at least three metres from any other person, and subject to directions on what is considered to be ‘vigorous’ by the Health minister.

Inline with existing regulations, an employer must provide every employee with a cloth face mask, homemade item, or another appropriate item that covers the nose and mouth, when in the workplace.

In addition, an employer may not allow any employee to perform any duties or enter the employment premises if the employee is not wearing an appropriate item.

Public transport drivers, managers, owners of buildings, and employers who do not enforce the above regulations will be liable to either a fine or six months imprisonment or both.


Curfew and liquor 

Every person is confined to his or her place of residence from 21h00 until 04h00 daily, except where a person has been granted a permit.

The sale, dispensing and distribution of liquor is now also prohibited with immediate effect.

The transportation of liquor is prohibited, except where the transportation of liquor is:

  • In relation to alcohol required for industries producing hand sanitizers, disinfectants, soap or alcohol for industrial use and household cleaning products;
  • For export purposes; or
  • From manufacturing plants to storage facilities.

The directive also states that no special or events liquor licenses may be considered for approval during the duration of the national state of disaster.


Transport 

The directive states that bus and taxi services may operate under the following conditions:

  • They may not carry more than 70% of the licensed capacity for long-distance intra- provincial and permitted inter-provincial travel;
  • They may carry 100% of the licensed capacity for any trip not regarded as long-distance travel.

The directive defines long-distance travel as a  trip of 200 km or more whether the travel is within a province or interprovincial.

A driver, owner or operator of public transport may not allow any member of the public not wearing a cloth face mask, homemade item, or another appropriate item that covers the nose and mouth, to board or be conveyed in public transport owned or operated by him or her.


Cigarettes and tobacco 

The directive states that:

  • The sale of tobacco, tobacco products, e-cigarettes and related products to members of the public and to persons including retailers who sell directly to the members of the public, is prohibited;
  • The sale of tobacco, tobacco products, e-cigarettes and related products for export, is permitted;
  • The sale of tobacco from farmers to local processors or local manufacturers, and from processors to manufacturers, is permitted.

Cable Theft

Just after 6am this morning (13 July 2020) residents started reporting power outages in some areas on various groups and platforms.

This is outside of the loadshedding schedule. Since loadshedding should only start at 09h00 and Stilfontein was not scheduled for loadshedding. Community members reported the outage to the Matlosana municipality at around 06h41.

The cause is attributed to cable theft in the area.

Some of the streets affected : Gladstone, Cloete, Neethling, Brink, Buffelsfontein, Pepworth, Athlone, Clubview, Lanyon, Ruth First, and possibly others that was not reported on groups checked.

Cable theft is a big problem and has been plaguing Stilfontein for a while now, very frequently.
